Baxter was a Reformed pastor in a Pentecostal denomination and had been part of the Latter Rain Movement, as well as one of the Bible teachers travelling with William Branham in the 1950's. Baxter also functioned as Branham's campaign manager during his seven years travelling with Branham. The Latter Rain influence on the Shepherding Movement came primarily through Baxter".
